 An impassioned plea from  a veteran of   Western Australian Aboriginal Legal Service on the 25th anniversary of the  Royal Commission into Aboriginal Deaths in custody .

Dennis Egginton  says the  the primary recommendation of the  1991 Royal Commission into Aboriginal Deaths in Custody was that governments must reduce the rates at which Aboriginal people are locked up.

Not everyone agrees- Sara Hudson  Research Fellow and Manager of the Indigenous Research Program at the Centre for Independent Studies says  'culturally appropriate' approaches to reduce Indigenous incarceration have failed.

Amnesty International,   has called  on Prime Minister Malcolm Turnbull to take the lead in developing a national strategy to address what they say is a broken system.
